Purpose

  • Promote improvement in the quality of social welfare service for users of social welfare facilities by improving the efficiency of operation and service quality of social welfare facilities through evaluation of social welfare facilities.
  • Prepare an objective evaluation framework for social welfare facilities through the development of reasonable evaluation index and evaluation systems.
  • Through the evaluation of social welfare facilities across the country, identify differences in the operation of social welfare facilities by region and facility and secure basic data for balancing the level of operation of social welfare facilities.
  • Strengthen the people's right to choose social welfare facilities by providing information on the operation status of social welfare facilities in accordance with the increase in social welfare demand, and increase the social safety net by enhancing the function of social welfare facilities that provide welfare services directly to the people. and contribute to the improvement of the welfare level of the people through the advancement of facility operation.

Legal Basis

  • Article 43-2 of the Social Welfare Services Act(Evaluation of Facilities)
    1. ① The Minister of Health and Welfare and mayors/provincial governors regularly evaluate facilities as prescribed by Ordinance of the Ministry of Health and Welfare, announce the results or reflect them in supervision and support of facilities, and may take measures such as sending residents of facilities to other facilities.
    2. ② The Minister of Health and Welfare or the mayor/province governor shall take measures under Article 38 (3) of the same Act when sending a facility resident to another facility according to the evaluation result under Paragraph (1)
  • Article 27-2 of Enforcement Regulations of Social Welfare Services Act(Evaluation of Facilities)
    1. ① The Minister of Health and Welfare and the mayor/provincial governor shall conduct an evaluation of facilities every three years in accordance with Article 43-2 of the same Act.
    2. ② The evaluation standards for facilities under Paragraph 1 shall be determined by the Minister of Health and Welfare in consideration of the minimum service standards under Article 43 (1) of the same Act.
    3. ③ The Minister of Health and Welfare and the mayor/provincial governor shall post the result of the evaluation under paragraph (1) on the website of the relevant institution.
    4. ④ The method of evaluation under Paragraph 1 and other matters necessary for evaluation shall be determined by the Minister of Health and Welfare.
  • Article 32 of the Act on Social Service Support and Establishment and Operation of Social Service Agency(Duties of Central Social Service Agency)
    1. Affairs related to support, management and evaluation for social service quality improvement
    2. Support the establishment of the basic plan according to Article 5 (1) of the Same Act
    3. Research, survey, and develop social service supply and demand plans and social service related policies.
    4. Perform a project to improve the treatment of social service workers.
    5. Performs a project to protect the rights and interests of social service user
    6. Support consultation and advice necessary for the establishment and operation of the Regional Social Service Agency
    7. Provide and support training of employees of Public Agency for Social Service and Regional Social Service Agencies.
    8. Perform projects consigned by the Same Act or other laws in relation to social services.
    9. Perform other projects that the Minister of Health and Welfare deems necessary to improve the public nature of social services
